Himalayan mega-quakes occur every 1000 yrs in Tibetan plateau: Study

Washington, Nov 10: Using computer simulations, a research team from the University of Colorado has found that mega-earthquakes occur in the Himalayan region every 1,000 years or so to empty a reservoir of energy in southern Tibet.

According to a paper published in today’s issue of the journal Nature, earthquakes in the past 200 years in the central Himalayan region, though catastrophic, have released modest amounts of the energy that in turn has led to India''s collision with the Tibetan plateau.Colorado researchers Roger Bilham and Nicole Feldl have based their claims on GPS point motions across the Himalayas that indicate where strain energy is stored and how it was released over a period of time. Bilham and Feldl have reported their conclusions in a paper titled Great Himalayan Earthquakes and the Tibetan Plateau.

The National Science Foundation has funded the research.

In the past, experts have resorted to estimating the timing of future earthquakes from the slip that occurred in former ones. However, the new information should help scientists’ forecast future seismic activity in the region, Bilham said.We had always assumed that earthquakes in the region were driven by the release of energy accumulating near the Greater Himalaya. Our recent calculations suggest that a substantial volume of the southern Tibetan plateau plays a significant role in driving great ruptures. Exhumation of ancient archives and surface ruptures are now needed to show the details of this process in the past 2,000 years to help us forecast future earthquakes - and save lives, said Bilham.The Greater Himalaya forms a 2,000-kilometer arc separating northern India from Tibet and boasts the world''s highest peaks, including Mount Everest, at more than 29,000 feet.

The region is highly prone to earthquakes and has produced some of the deadliest on earth.Our findings show that great earthquakes - those with a magnitude of 8.2 or greater - can re-rupture regions that already have ruptured in recent smaller earthquakes, or those with a magnitude of 7.8 or below, Bilham said.Mega earthquakes, those with a magnitude of 8.4 or greater, apparently occur every 1,000 years and are driven by residual strain following centuries of smaller earthquakes, or those with a magnitude of 7.6 or lower, according to the report. Storm drops up to 10 inches of snow

An autumn snowstorm pounded parts of the state today just two days after the temperature hit 79 degrees in Des Moines.The National Weather Service issued winter storm and heavy snow warnings across the north central part of the state, where snow fall dropped 10 inches in Winnebago County. Central Iowa, including the metro area, also saw a short-lived, very intense shot of 1 to 3 inches of snow, Kinney said.Meteorologists expect the weather to dry up and warm back into the 40s across most of Iowa this weekend.

There, the weather produced snowfall, a bit of hail and plenty of lightning. The snow was part of quite a potent system for mid-November, said National Weather Service meteorologist Rich Kinney.The weather caused trouble for a men’s basketball team from Faith Baptist Bible College as it carpooled to North Dakota for a game. One of the vehicles in the caravan hit an icy spot on the road near Mason City and lost control, said Tim Nilius, vice president for enrollment and constituent services. Three students were hospitalized with minor cuts and bruises.

The weather also stopped a bus load of students from Hoover High School headed to St. Paul. The bus of about 35 advanced biology students left Des Moines before 5 a.m. to spend the day touring an exhibit at the Science Museum of Minnesota. The group was stopped for several hours in Mason City and again in Albert Lea, Minn., before deciding to turn around, principal Connie Cook said.We just feel badly for the kids because they were all excited about this, Cook said. We’ve had such a beautiful string of wonderful weather and then we have this come up so fast.The snow was actually right on track with the average first snowfall in Des Moines Nov. 11 -- according to the National Weather Service, but the recent warm weather meant Iowans were caught off guard.

Randy Boyken of Britt said he was enjoying the weather earlier in the week in Hancock County and did not expect the 9 inches of snow that dropped there this weekend. I wish we could have kept the 70-degree weather for a little longer, but we live in Iowa so we should know better, he said.He planned to dig out the snow shovels, winter coats and boots after work.I wasn’t ready for this at all, he said. It’s quite a change in quite a hurry.

CREWS CLEARING SNOW ON PRIORITY STREETS (NOV 8,2006)

Winter road maintenance crews are working around the clock with all available snow plows and graders to clear snow on Saskatoon streets, sidewalks and pathways based on the Priority System. Crews started spreading a sand mixture at approximately 2:00 a.m.when the freezing rain began. By 7:30 a.m. the plow trucks and sidewalk plows were dispatched to start clearing snow, followed by graders starting at approximately 9:00 a.m. The first priority is the movement of traffic on streets with high traffic counts followed closely by access to fire halls, ambulance sites and hospitals, as well as the high frequency BRT (Bus Rapid Transit) routes.

While every effort is being made to clear streets as soon as possible, the continuing snow means that City crews will work on Priority One and Two streets until they are clear before they start to work on the Priority Three streets. Priority Three streets include all other bus routes and streets adjacent to schools not already assigned a priority. Crews are working around the clock to provide
safe driving conditions on Saskatoon’s over 1,000 kilometres of roadways further than the distance to Winnipeg. Winter road maintenance equipment is large and slow moving. Motorists are asked to please exercise caution when passing, and to be patient.

Palestinian Prime Minister offers to step aside

Ismail Haniya signalled the beginning of the end for his Hamas-led Palestinian government today, saying he would step aside as Prime Minister to end an international embargo.In a valedictory Friday prayers address Mr Haniya forecast agreement on a national unity government within two to three weeks, but refused to speculate on its programme or new leadership.The Islamist Hamas and President Mahmoud Abbas’s secular Fatah hope this will end Israeli and western sanctions that have left 160,000 Palestinian Authority civil servants virtually unpaid since March, amid worsening civil unrest.With Hamas retaining control of the Palestinian parliament - and almost certainly any new coalition government - it remains unclear how it will meet Western demands to recognise Israel, renounce violence and abide by previous agreements.To cheers from his supporters Mr Haniya delivered a nuanced address insisting that Hamas would not sacrifice its principles, but that he is willing to resign to end his people’s suffering.

We had this dialogue to form the new government and we reached at some point a stage where several parties came to us and told us that the Americans and Europeans and other forces in the region said that such an agreement is beautiful and we can deal with such a government, but on one condition that to end the siege there is a need to change the Prime Minister, he said.When I see it that way - that they put the siege on one hand and me being the Prime Minister on the other hand - I say ’No, let us end the siege and let us end the suffering of the Palestinian people.Taking such a decision is not a compromise, it is a struggle and a sacrifice.

There are those who have sacrificed with their blood and their souls. Is this chair more precious than that? Although Hamas deny it marks a defeat, it was a symbolic moment signifying the Islamist movement’s failure to overcome international isolation that led to growing poverty and violent in-fighting.

Hamas supporters were in no doubt of Mr Haniya’s intentions.

I am upset that we are going to lose this guy as Prime Minister, but I am also happy that things will be easier for the Palestinians, said Jihad Mohammed, 47.Hamas has come under increasing pressure in recent months, with the authority’s coffers empty and demonstrations by civil servants. There are also growing calls for a national unity government amid escalating violence, notably Israel’s shelling of Beit Hanoun in which 19 civilians were killed.Beside Mr Haniya sat Bassem Naim, the current Health Minister, who has been tipped as a possible replacement. Fatah supporters also welcomed the move, but injected a note of caution. He hasn’t gone yet, said Ashraf Shannon, 32, a journalist. It is like salaries, you don’t get paid until you have the money in your pocket.

Israel remains wary. We are following developments inside the Palestinian Authority very closely and we want to see the emergence of a government that will accept the three benchmarks, said Mark Regev, a Foreign Ministry spokesman.

French force fires Taliban units with laser-guided bomb

A French Mirage 2000-D warplane used a laser-guided bomb against Taliban units in the south of Afghanistan on Oct. 30, the defense ministry in Paris said on Thursday. The Mirage's action was part of the Serpentaire air support mission, and the target on the ground was designated by U.S. and British troops engaged with Taliban fighters, the ministry said. In the past four months, French aircraft have opened fire eight times in Afghanistan, it said. They are part of France's contribution to Operation Enduring Freedom and support for the NATO-led International Security Assistance Force (ISAF) in Afghanistan. Source: Xinhua

UK spy chief fears nuclear attack

LONDON, England (CNN) -- Britain's spy chief has said authorities are tracking almost 30 terrorist plots to kill people and damage our economy and expressed concern over future terrorist attacks using chemical, biological or nuclear weapons.MI5 Director Eliza Manningham-Buller said in a speech released Friday the secretive agency had exposed five major plots since last July's London bombings and has witnessed a steady increase in threats since the terror attacks against the United States on September 11, 2001.Today we see the use of homemade improvised explosive devices, she said, but I suggest tomorrow's threat will include the use of chemicals, bacteriological agents, radioactive materials and even nuclear technology.Manningham-Buller said officials were aware of numerous plots to kill people and to damage our economy.What do I mean by numerous? Five? 10? she said. No, nearer 30 that we currently know of.What we see at the extreme end of the spectrum are resilient networks, some directed from al Qaeda in Pakistan, planning attacks including mass casualty suicide attacks in the UK, she said.

Of great concern is that many of the attacks have and will be carried out by terrorists who have grown up in Britain.Currently, authorities are monitoring 1,600 suspects actively engaged in plotting or facilitating terrorist acts here and overseas. Many have gained training through links to al Qaeda in Pakistan.

One task MI5 has been charged with is to figure out what motivates potential terrorists.Al Qaeda has developed an ideology which claims that Islam is under attack and needs to be defended, she said.The extremists are motivated by a sense of grievance and injustice driven by their interpretation of the history between the West and the Muslim world.Manningham-Buller cited the results of opinion polls that have been conducted since the suicide bombing attacks on London's transportation system July 7, 2005, which killed 52 people and wounded more than 700. The results showed more than 100,000 British citizens considered the attacks justified.

Foiled plots

This August, police said they foiled a plot by a British terrorist cell to attack trans-Atlantic airliners. More than a dozen people, all British, are currently awaiting trial.And on Tuesday, British Muslim convert Dhiren Barot was jailed for life for plotting to attack key U.S. and UK targets with limousines packed with explosives.MI5, she said, is looking at past attacks and foiled plots to prevent the
continued increase in attacks that may in the future be more advanced and even deadlier.UK Prime Minister Tony Blair backed his spy chief's warning and said the terrorist threat facing Britain will last a generation.We need to combat the poisonous propaganda of those people that warps and perverts the minds of younger people, Blair added.Inayat Bunglawala, spokesman for the Muslim Council of Britain, said Manningham-Buller had given a very sobering warning. But he told The Associated Press it was essential that British Muslims are seen as a partner in the fight against terrorism and not some sort of community in need of mass medication.Holding a community responsible for the actions of a few would be counterproductive, Bunglawala said.

Bill Durodie, from the UK Defense Academy think tank, said statements such as those by Manningham-Buller risked exaggerating the threat that Britain faced.It's easy to pull out alarmist headlines, he told AP. Homosexual groups in Israel have gone ahead with a gay pride festival in Jerusalem despite demonstrations and skirmishes.

Thousands of people packed into a stadium for music and celebration, after organisers agreed to call off a planned parade through the streets.Ultra-orthodox Jews had threatened to disrupt the march through the holy city, and there were nightly protests against the event. Police called on the festival organisers to reconsider their plans to hold the parade, saying officers would be too busy beefing up security elsewhere against threatened Palestinian attacks.Nonetheless, some 3,000 police were on hand to protect those who headed for the stadium. Security forces arrested a handful of people during skirmishes between gay people who insisted on marching and anti-homosexual protesters.

MADRID, Spain – From nukes on the Korean peninsula to war in Iraq, illegal immigration and climate change, the new political reality in Washington is an opportunity for governments around the world to push their agendas. Allies in Europe are likely to intensify calls for the shuttering of the U.S. holding facility at Guantanamo Bay and demand more of a say in world affairs. Mexico could see a chance to alter U.S. immigration policy. Washington's enemies in Pyongyang, Tehran and Caracas could be emboldened.But analysts say not to expect Tuesday's sweeping Democratic victory to bring about a sea change in all areas of American foreign policy. In some cases, like North Korea, expectations for change may be exaggerated because the Democrats themselves are not united on a way forward. In other areas of foreign policy, even a weakened American president still enjoys more clout than a united Congress.

In Europe, many leaders are hoping for more clout in world affairs, and there is optimism that the new Democratic majority in Congress will break a deadlock on some key trans-Atlantic sticking points, notably the stalled world trade talks and climate change. Karsten Voigt, the German Foreign Ministry's top official for relations with Washington, forecast that the Democrats' victory will make U.S. foreign policy more open.

More open for the positions of the Europeans, for those who have a different opinion and different suggestions, Voigt said on ZDF television. The Democrats will say 'we need partners, we need allies, and that the Europeans are the closest and most important allies for solving many problems. EU Environment Commissioner Stavros Dimas says there is a growing awareness in Washington in both parties of the need to tackle climate change. He said that with only two years left in Bush's term and with a Democrat-controlled Congress, he was hopeful the U.S. would join the EU in cutting emissions.

I'm confident that it's only a matter of time before the United States joins our efforts, he said. Human rights is another area where European leaders hope for change. Even staunch U.S. allies like Britain have called for the closure of the Guantanamo Bay holding facility, and others have insisted on an end to the CIA rendition program and the restoration of basic rights to a fair trial for terror suspects. They are likely to push even harder now that American voters have handed the Bush administration such a strong rebuke at the ballot box.

There is no question that the midterm elections and the results in the House and Senate will encourage allies and others to approach Washington again on issues that are very important to their publics, said Stefan Halper, a political analyst at the Center of International Studies at the University of Cambridge. We'll see, for example, in England renewed efforts to try to make progress on the question of the Guantanamo facility. One area that could be complicated by the Democratic takeover of Congress is global trade talks. European Commission President Jose Manuel Barroso appealed to the Democrats, traditionally known not to be warm to free trade pacts, to send a signal to the EU that they want to pursue the relaunch of the WTO trade talks, which collapsed in July. He said the European Union is very much ready to work constructively with the new Congress and Bush.

Others said that was unlikely.

It's certainly too early to tell, we'll have to see what the prevailing mood on trade matters will be. That said, I must add that some elected congressmen have expressed themselves in less than reassuring terms in relation to trade matters, said Emma Bonino, Italy's minister for foreign trade and European affairs. Nowhere around the globe are expectations for a new direction higher than in Iraq.Democrats say an important step to repairing the situation there is putting substantial pressure on the Iraqi government to take more responsibility, in part by pulling out some troops to signal the U.S. commitment will not last forever.

Democrats also have called on Bush to convene an international conference on Iraq. Some may also ask the administration to consider opening a regional dialogue with U.S. adversaries Iran and Syria, or propose remaking the Iraq political federation into three largely autonomous sectarian states. Israeli and Palestinian observers say it is unlikely the Democratic takeover in Washington will mean any new Israeli-Palestinian peace initiatives – a situation that suits the Israeli government, headed by Prime Minister Ehud Olmert, but could prove detrimental to the region.

Closer to American shores, Mexico has made no bones about its deep opposition to a Republican-sponsored law that calls for construction of a 700-mile-long fence along the border to keep out illegal immigrants. America's southern neighbor could use the Democratic congressional takeover to push for legislation, supported by Bush, that would open the way for U.S. citizenship for millions of illegal immigrants.

Rosa weakens to tropical depression Fri Nov 10, 1:05 AM ET

MEXICO CITY - Rosa weakened to a tropical depression Thursday just hours after it formed as a tropical storm off Mexico's Pacific coast, the National Hurricane Center in Miami said. Rosa had 35 mph winds and was not expected to threaten land, the center said.

It was roughly 215 miles southwest of Manzanillo and was moving north at 5 mph.

MANILA (AFP) - Residents in the northern Philippines are bracing themselves for another battering two weeks after super typhoon Cimaron tore through the region leaving a trail of destruction and at least 19 dead. As typhoon Chebi roared toward the Philippines on Friday flood and landslide alerts were raised along the eastern seaboard.Chebi packing sustained winds of 120 kilometers (74 miles) an hour was expected to hit the town of Baler northeast of Manila early Saturday, the weather office said.The eye of the cyclone was plotted 360 kilometers east of Baler at 4:30pm (0830 GMT).The weather office warned residents of coastal areas on the east coast of the main island of Luzon of big waves as well as flashfloods and landslides.Typhoon Cimaron, the strongest cyclone to hit the Philippines in more than 10 years, left 38 people dead or missing late last month.About 300,000 people from some 10 provinces in northern Luzon island were affected while damage to agricultural crops and infrastructure amounted to more than 443 million pesos (8.86 million dollars).

YAKIMA, Wash. - Nearly 18 inches of rain in 36 hours.That's how much fell this week at Mount Rainier National Park, one of the crown jewels of the Pacific Northwest. The deluge swamped roads and bridges, cut power and sewer lines, and forced park officials to close the gates to visitors for the first time in 26 years.Initial cleanup will take weeks. Park officials say they hope to return to normal operations by Christmas. In some places, they won't know the extent of the damage until after the snow melts in the spring.

Some places get that much rain in a year, and we had it in 36 hours, said park spokeswoman Lee Taylor, noting the 17.9 inches of rain that fell Sunday and Monday. When we were finally able to get out and start assessing the damage, it was a very sobering day.Mount Rainier wasn't the only place that suffered damage from the Pineapple Express storm, named for its origin in warm Pacific waters. Its heavy rains also washed out a major highway near Oregon's Mount Hood and closed the North Cascades Highway in northcentral Washington.At Mount Rainier, the Nisqually River engulfed the main scenic highway through the park, leaving a quarter-mile gash in the Nisqually Road. The river now flows where a campground once stood.

All other roads in the park closed Nov. 1 for the winter, though they also suffered extensive damage.

Highway 123 and the Stevens Canyon Road were impassible because of multiple washouts. The dirt Carbon Canyon Road was washed out in six places.The Nisqually River wiped out the main power line, cutting electricity for the western half of the park, as well as the main sewer line at Longmire, where a historic innsits.Officials last closed the park in 1980 when nearby Mount St. Helens erupted.An optimistic estimate for repairs is two weeks for some road access. Utility repair work could still take longer, which would mean there are still no services at Longmire,Taylor said. We're hoping we can have normal operations for the Christmas holiday.

Christmas is a popular season at Mount Rainier, with rangers offering guided snowshoe walks and cross-country skiers hitting the trails. Sledding takes place at the base of the mountain.Getting the Nisqually Road reopened is key to those activities, as well as to construction on the Paradise Inn, an aging lodge and restaurant built in 1917 that is undergoing refurbishment.The contractor handling the construction was working to seal the inn's roof to prevent water damage, Taylor said.Park Superintendent Dave Uberuaga flew over the area Thursday to assess the damage and was working to determine a cost estimate for repairs. In the meantime, crews were furiously working to fix the main road.Our focus is on the winter access route, so we can get that open again, Taylor said.But if we aren't able to do repair work now, then it will have to wait until the spring melt-out, and that could delay
some of the spring openings here.

Queenslanders in for severe storms

FORECASTERS yesterday warned Queenslanders to brace themselves for an onslaught of steamy summer weather from next week.The Bureau of Meteorology said the severe storms that swept across southeast Queensland on Wednesday night had moved off the coast, and scattered showers would ease over the next few days.

A northwesterly change over the weekend will bring fine weather and temperatures in the low to mid-30s.By Monday, everyone will definitely know that summer has arrived, Bureau of Meteorology senior forecaster Bryan Rolstone said.The dry change spells bad news for the state’s water crisis, but relief for the hundreds of residents between the Sunshine and Gold coasts who are still mopping up after Wed-nesday night’s storms.

More than 100 SES members worked through the night, repairing roofs damaged by strong winds.Seven properties in Esk, including the local police station, were damaged, while one home in Caboolture, north of Brisbane, lost its roof.A Gold Coast Catholic school, Aquinas College, is set to remain closed today after the storm tore the roof from its music room and damaged many other classrooms.Spokesman for NRMA Frank Alder said insurance claims already were starting to pour in.The Bureau of Meteorology says that patchy showers will push north into central Queensland today.

Olmert Announces Bill to Change Government System

Prime Minister Ehud Olmert announced Thursday night at a meeting of hand-picked Kadima party members that a proposal for making changes in the current system of government has been drawn up.

The Kadima, Yisrael Beiteinu and Pensioners’ Parties jointly drafted the agreement.Olmert said a bill detailing the changes will be presented to the Knesset for a vote in a matter of weeks.The plan would empower the prime minister to dissolve the Knesset without the approval of cabinet ministers. A vote by a minimum of 66 Knesset members would be required in order to pass a no-confidence motion, 73 votes to dissolve the parliament.

Cabinet ministers would be required to resign their positions as Knesset members in order to take on their portfolios. They would be able to return to the Knesset only after resigning from their ministerial posts.The cabinet would be limited to 18 ministers, of which one fourth would be required to be experts in their designated fields who did not run for Knesset.The two other coalition member parties who apparently were left out of the discussions were surprised at the news and swiftly responded with announcements of their own.Industry, Trade and Labor Minister Eli Yishai immediately announced that his Sephardic religious party, Shas, would strongly oppose any bill that was not first approved by the majority of Knesset factions. There is a forum of faction whips on changing the system of government, he said. Any other forum does not have the right to advance initiatives on the matter.” Shas is the third largest party in the government coalition.

Defense Minister and Labor party chairman Amir Peretz issued a statement within minutes after Yishai. Peretz, head of the second largest party in the coalition, expressed concern that the current system of checks and balances in the government would be compromised. The agreements the prime minister spoke of are liable to harm the Knesset’s standing and its ability to check the power of government, he said. Peretz added that his party would shortly draft and present its own proposal for change. Newly-appointed Strategic Affairs Minister and Chairman of the Russian immigrant Yisrael Beiteinu party Avigdor Lieberman called for a change in the current system of government as one of five conditions set in order for his party to join the coalition. He promised last night that the next elections will be conducted differently. He added that the current instability in the government poses a strategic threat to the Jewish state.

Lieberman has said since before the elections that he feels the only hope for future stability in government is a change in the system of rule to a Presidential system with direct prime ministerial elections and fewer tiny parties. FTA with EU not linked to Doha debacle

NEW DELHI, NOV 8: The government on Wednesday said the negotiations to ink a free trade agreement (FTA) with the European Union (EU) was not linked to the failure of the Doha round of WTO talks.

There is a clear understanding that India and EU is underway and failure of the Doha round has no influence on them, Rahul Khullar, additional secretary, department of commerce said at a meeting on Challenges and opportunities from a possible India-EU FTA. Khullar added that it was just a coincidence that the report by the Indo-EU high-level trade group came immediately after Doha suspension. He said an Indo-EU FTA will help both the sides gain in terms of investment and trade. This can work out as a win-win situation for both (India and EU) as we are talking of broad-basing trade and including goods and trade in services. This would, however, involve a mutual give and take, Khullar said.

Speaking on the occasion, Francisco da Camara Gomes, head of the EC delegation to India said the FTA with EU could be beneficial to India as currently, the EU trade with India is a meagre 1-2% of its total international trade. This leaves enough room for more investment. At the same time, the investment from India to EU should increase. Gomes clarified that the FTA is no substitute to multi-lateral negotiations under WTO but supports them.

Israel Police has moved to a state of emergency, the agency’s highest alert status, in preparation for possible violence today, Friday.Police have moved to the highest alert status ahead of expected Jerusalem protests by Muslim worshipers following Friday Temple Mount prayers in protest against this week’s Beit Hanoun artillery mishap. Police also fear violent protests in opposition to Friday’s gay pride event to be held in a Givat Ram Stadium in the capital.Police around the country were moved to the state-of-emergency alert status, fearing possible widespread Arab violence following the day’s weekly prayer services in mosques, primarily focused on the Beit Hanoun incident that claimed close to 20 lives and leaving tens injured. Police Chief Moshe Karadi made the decision to move his entire department to the emergency status, with an emphasis being placed on Green Line perimeter areas, the Jerusalem envelope area and the capital. Police, working with other agencies, are making every effort to prevent a major terror attack. Intelligence community officials report over 80 general terror warnings, including 20 concrete credible warnings of planned attacks.

Some 3,000 policemen will be assigned to the Givat Ram gay pride event, in the hope of keeping protestors away from participants of the event. Fearing violence, the organizers of the Gay Pride Parade approached police with the idea of canceling the public event and arranging for the ‘private event’ inside the closed stadium, hoping the Sabbath observant community will back down from threats to stop the event from taking place in Jerusalem.

Meeting with hareidi-Orthodox rabbis, including the Eida Hareidit Rabbinical Court, police sought to have the leaders call off the planned protests which they fear will bring hundreds of thousands of hareidi-Orthodox protestors to the capital. Rabbi Tuvia Weiss, head of the rabbinical court, signaled they would call off the protests since the public parade was canceled and the event was moved to a private venue. The rabbis called on Jerusalem Police Chief Ilan Franco to release those community members in custody, arrested in violent protests during the week. They also called on the Open House organization to promise another such event would not be scheduled for next year. Franco has yet to respond to the rabbinical leaders regarding their demand to release detainees from custody.

Some of the organizers of the opposition in the hareidi-Orthodox camp predicted hundreds of thousands of protestors would turn out to stop the parade, stating that they would do anything it takes to prevent the march. Police are uncertain just how much opposition will turn out now; explaining they believe by moving the event to a closed forum may have calmed the voices of the opposition. Israel Police now focuses on the Arab community protests, shifting from the fears of violence from the Jewish community opposing the gay pride event.The Arab High Monitoring Committee met on Thursday in Be’er Sheva. The Israeli Arab leadership announced a protest rally against the Beit Hanoun incident will be held on Friday, at 3:00pm in Nazareth. Simultaneous protests are expected around the country. Police also expect protests to take place around the country over the weekend.

On the Temple Mount, police have imposed restrictions. Only males with Israeli identity cards over the age of 45 will be permitted to attend Temple Mount services. The move excludes all PA (Palestinian Authority) residents and younger worshipers, usually more prone to incite violence. There are no restrictions on female worshipers.While police expect the Islamic violence to surround the Beit Hanoun incident, the department is aware of the proclamation released by the Islamic Court, calling to take whatever action necessary to stop the gay pride event.Sheikh Tamimi released a statement that the Israeli government’s decision to permit the Gay Pride Parade in the capital is yet another move to undermine the holiness of Jerusalem, calling on Muslims to stop the event from taking place. Police are uncertain what the reaction will be to the revised Givat Ram event.Tensions will be running high in the capital this Friday, with Jerusalem Police Chief Franco reporting his forces are ready to take whatever actions necessary to maintain order during what promises to be a stormy Friday and Sabbath. Ex-commissioner warns against Brussels federalism

Former Dutch member of the European Commission Frits Bolkestein has strongly criticised Brussels for meddling too much in national affairs, calling upon commission chief Jose Manuel Barroso to temper some of his federal-minded commissioners.Mr Bolkestein, who served as the internal market commissioner from 1999 to 2004, on Tuesday (7 November) slammed his former work place for allegedly over-regulating in several policy areas ranging from obesity to energy efficiency, Dutch press agency ANP reports.Referring to commission plans to fight obesity, he said at a liberal meeting in Brussels I also believe that people should watch their weight. But is this a European task?

On commission legislation on energy-saving buildings, the Dutchman asked Are these buildings cross-border ? They stand where they stand. That is none of Europe's business.Mr Bolkestein, a free-market liberal, claimed that such foolish plans reflect a desire by some commissioners who he characterised as eager beavers to turn the EU into a federal state.He called upon commission chief Barroso to intervene in his commissioners' tendency to interfere in member states' competencies.The president of the European Commission, Jose Manuel Barroso, should clearly speak out and state that he does not want a federal state. He has never done this as far as I know. This would temper the eager beavers, he said.According to ANP, the outspoken Dutchman also suggested that 85 percent of the EU budget could be scrapped, referring to Brussels' agricultural and regional funds which according to the ex-commissioner do nothing but hinder the functioning of the bloc's internal market.

Mr Bolkestein further reiterated his scepticism for Turkish EU membership, having been the only commissioner who in October 2004 voted against Brussels' recommendation to open accession talks with Ankara.He said Turkish accession would open the door to states such as Ukraine, Georgia and Azerbaijan to join the union at a later stage. Such an enlargement to 45 member states would fatally weaken the EU.Mr Bolkestein, who is also a former leader of the Dutch Liberals, is known for his opposition to far-reaching political integration of the EU, but at the same time he has pushed closer economic integration.As a commissioner he introduced the EU's controversial services directive dubbed Bolkestein directive designed to open up the bloc's services market.

On November 9-10, 1938, Germany's Jews endured two nights of terror. During Kristallnacht (the night of broken glass), angry mobs rioted throughout Germany, attacking Jews and destroying synagogues and Jewish-owned businesses and institutions.German officials called it a spontaneous riot. But today, we know with certainty that Kristallnacht was carefully planned by the Nazi regime.

While German Jews had been subject to oppressive laws and restrictions for years, Kristallnacht was a turning point the official beginning of Hitler's final solution aimed at the extermination of Jews throughout Europe.Firsthand accounts of Kristallnacht tell a chilling story. One observer, a non-Jewish Englishman living in Germany, described a mob attack on a Jewish children's hospital this way:

In minutes the windows had been smashed and the doors forced. When we arrived the swine were driving the wee mites out over the broken glass, bare-footed and wearing nothing but their nightshirts. The nurses, doctors and attendants were being kicked and beaten by the mob leaders.In Berlin, a Jewish resident, who watched the synagogue he had attended since childhood burn to the ground, gave this account:The air was filled with the acrid smell of smoke. I was wedged in the middle of a hostile crowd that was in an ugly mood, shouting anti-Semitic slogans…. I thought of the many times I had attended services (at the Synagogue) and listened to the sermons, all of which had fortified my soul during the difficult years of persecution. As another synagogue burned, a firefighter, who hurried to the scene and watched helplessly, shared this emotional testimony:

We were ordered not to use any water till the whole Synagogue was burned down.… In the meantime, the marshals rounded up the Jews and dragged them in front of the Synagogue, where they had to kneel down and put their hands above their heads. I saw with my own eyes how one old Jew was dragged down and pushed to his knees…. Stories like this are difficult to read—some would even say they are too horrible to retell. But there is a reason that the Jewish people have vowed to never forget. It is only by remembering what happened in the past that we can prevent such things from happening again. Our future—and our very lives—may well depend on our vigilance.

God, too, has modeled for us this remembrance. Many of the observances in Jewish life the Passover seder, the celebration of Purim are based on remembrance.

Think of God's command to eat unleavened bread during Passover so that all the days of your life you may remember the time of your departure from Egypt (Deuteronomy 16:3). The Jews are an ancient people—and their call to both remember the past and God's work within history to preserve and protect his chosen people permeates all aspects of their lives.

Today, as we remember that terrible time when German Jews quite literally saw their world and their families being destroyed before them, let us bow our heads in somber prayer. Let us continue to pray for the peace of Jerusalem, and for freedom and security for oppressed Jewish populations all over the world, some of whom today live in situations almost as perilous as those faced by German Jews sixty-eight years ago.

Muslim’s Election Is Celebrated Here and in Mideast

SAN FRANCISCO, Nov. 9 Keith Ellison wore his religion lightly on the campaign trail, mentioning it only when asked. But Muslims

across America, and even overseas, celebrated his election Tuesday as the first Muslim in Congress, representing Minnesota’s Fifth District in the House of Representatives, as a sign of acceptance and a welcome antidote to their faith’s sinister image. It’s a step forward; it gives the Muslims a little bit of a sense of belonging, said Osama A. Siblani, the publisher of The Arab American News, a weekly in Dearborn, Mich., a state with one of the heaviest concentrations of Muslims. It is also a signal to the rest of the world that America has nothing against Muslims. If we did, he wouldn’t have been elected.Mr. Ellison’s success was front-page news in several of the Arab world’s largest newspapers and high in the lineup on television news programs.

Few of his supporters expect Mr. Ellison, a 43-year-old criminal defense lawyer who converted to Islam as a 19-year-old college student, to effect any policy shifts in areas of concern to Muslim Americans, particularly when it comes to foreign policy and civil rights.Mr. Siblani joked that even if all 28 new Democrats were Muslims, it is unlikely they would be able to sway the way Congress invariably votes in support of Israel. But many Muslims believe that just having a Muslim perspective around can make some difference. Congress needs to reflect the diversity of America, and that means its vibrant religious diversity as well, said Farhana Khera, the executive director of the National Association of Muslim Lawyers and a former senior Senate staff member. It’s good to have diverse voices on the House floor, in committees and caucus meetings. It is good for the country to have different views aired, especially when the primary national issues relate to Islam and affect Muslims in this country and Muslims overseas.

In a telephone interview, Mr. Ellison, who will also be the first black to represent Minnesota in the House, said his faith was particularly helpful in galvanizing the large community of Somali immigrants in his district, but the overall impact was difficult to assess. For some people, it might have been a problem and other people it was a bonus, Mr. Ellison said, noting that the campaign had received a fair amount of nasty e-mail and telephone calls denigrating Islam.

He said that his priority was to represent his district, but that he hoped to do it in a way that touched a wider swath of Americans. I think a lot of Muslims feel highly vulnerable and feel that they are under a tremendous amount of scrutiny, he said when asked if he felt he was wearing a particular mantle, of representing Muslim interests. I am going to do it from a standpoint of improving the quality of civil and human rights for all people in America.

Many Muslim American activists hope Mr. Ellison will inspire other Muslims to run for office, some even comparing his candidacy to John F. Kennedy’s breaking the taboo against a Roman Catholic’s being president. I think it has inspired American Muslims, said Adeeba Al-Zaman, 23, who flew from her home in Philadelphia to Minneapolis to volunteer to work in the last few days of Mr. Ellison’s campaign. The fact that he won will probably motivate other Muslims that we have a shot and we matter and we are a part of the fabric of this society and we should be engaged because we have a chance.Ms. Al-Zaman also noted that with Mr. Ellison in office, Muslims would seem more normal, and that Congress and all Americans would see that we care about things like health care and education and everything else that all Americans care about.

The sense of vindication is even stronger because Mr. Ellison was attacked on religious grounds by his Republican opponent, Alan Fine. In September, Mr. Fine said that as a Jew he was personally offended by Mr. Ellison’s past support for Louis Farrakhan, the leader of the radical group Nation of Islam. Mr. Ellison denied any link to Mr. Farrakhan and reached out to Jews, eventually gaining some endorsements from Jewish groups.In the end, Mr. Ellison won 56 percent of the vote in his district, a Democratic stronghold that covers much of downtown Minneapolis and its immediate suburbs. Mr. Fine took 21 percent, as did Tammy Lee of the Independence Party. The incumbent, Martin Olav Sabo, is retiring Attacks on Mr. Ellison’s religion helped galvanize Muslim Americans nationally, with supporters raising money from Florida to Michigan to California. His supporters were quick to point out that they backed Mr. Ellison not simply because he was a Muslim, but also because of his progressive platform, which included calls for universal health insurance and a withdrawal of forces from Iraq, and because he was running a positive campaign.

Mr. Ellison’s victory was widely noted in the larger Muslim world. The day after the election, it was the third headline mentioned on Al Jazeera, the most popular satellite news channel in the Middle East, right after a report that 18 Palestinian civilians had been killed by Israeli artillery in the Gaza Strip and a report on the overall Democratic sweep in the elections. The news garnered a rich variety of comments from Arab readers on the Web site of Al Arabiya, a satellite news channel based in Dubai. God willing in the next election, half of Congress will be from the rational Muslims, wrote one reader, while another said, May God make this the beginning of victory for Muslims on the very ground of the despots.A third wrote, We pray to God that you will be successful and will move forward in improving the image of Islam and the Muslims.

Arab news reports highlighted the fact that Mr. Ellison would probably take the oath of office on the Koran, something which also upset Muslim-bashers in the blogosphere. Some suggested it meant he would pledge allegiance to Islamic law rather than to upholding the Constitution. Mr. Ellison said he had not really thought about the swearing-in ceremony and had tried to keep the campaign focused on issues rather than his religion. Public backing for José Luis Rodríguez Zapatero fell this month in Spain, according to a poll by Instituto Opina released by Cadena Ser. 49.1 per cent of respondents approve of the president’s performance, down 2.7 points since late September.Zapatero—of the Socialist Worker’s Party (PSOE)—was sworn in as president of the government in April 2004, following his party’s victory in the legislative ballot. The conservative Popular Party (PP) had administered the government under José María Aznar since 1996.

Support is steady for current PP leader Mariano Rajoy. 31.4 per cent of respondents approve of the opposition leader’s performance, up 0.2 points since late September.Zapatero’s government has passed several bills regarding sexual liberties, including one that legalized same-sex marriage in Spain. On Nov. 9, the legislature approved legislation that will allow people who have been diagnosed with gender-identity disorder to legally change their gender, without the need of surgery. PSOE spokesperson Carmen Montón declared, This law was a socialist promise of this government that we have kept.

Video Report PORTLAND, Ore. — The body of a 78-year-old woman who disappeared on a storm-battered beach was found Wednesday, the third confirmed death from storms in the Pacific Northwest that smashed rainfall records and damaged hundreds of homes, authorities said.

The Pineapple Express storm, named for its origin over the warm Pacific Ocean, abated Wednesday after sending rivers over their banks Monday and Tuesday, causing millions of dollars in damage.Oregon Gov. Ted Kulongoski declared an emergency in coastal Tillamook County, where about 100 people were evacuated because of rising water.Elma Benefiel and her daughter-in-law were last seen walking near Gleneden Beach on Tuesday. Lt. Vicky Ryan of the Depoe Bay Fire District said she saw the women and cautioned them to not go out on the beach because of the high water.

They apparently moved to another stretch of beach, she said. The body was found on a spit off the beach, Ryan said. A search was continuing for her daughter-in-law.Two deaths were reported in Washington a hunter whose pickup truck was swept into the Cowlitz River and a man whose vehicle was swept into the same river after he ignored road closure signs. The first body was recovered late Monday, and the second early Wednesday.Some highways and numerous local roads were closed Wednesday because of high water, mud and rock slides or flood damage.Authorities focused on finding up to 1,000 hunters who rode out the slow-moving rainstorm and remained on the hillsides between Mount Rainier and Mount St. Helens, said Gene Seiber, chief deputy for the Lewis County Sheriff's Office.

Many up there are just waiting it out, Seiber said. The rescue guys in the air said the guys are just sitting around campfires, waving at the plane. Fires in Northwest India

Each year in Northern Hemisphere fall, the fertile agricultural plains at the foothills of the Himalaya Mountains in northwest India come alive with scores of seasonal agricultural fires. This image was captured by the Moderate Resolution Imaging Spectroradiometer (MODIS) on NASA’s Aqua satellite on November 5, 2006. This region, which includes the state of Punjab, is India’s primary food-grain-producing region. Major crops include wheat and rice. The fires are probably for clearing fields of the stubble from harvested crops.

Although they are not necessarily immediately hazardous, such wide-spread fires can have a strong impact on weather, climate, human health, and natural resources. The smoke form these fires, perhaps mingled with urban pollution and dust, spreads southeast at the base of the mountains, but also southwest down the Indus River Valley and out over the Arabian Sea. The plume of haze is visible in the large version of the image stretching out over the blue water of the sea.The high-resolution image provided above has a spatial resolution of 250 meters per pixel. Human Deaths from Animal Diseases on the Rise

An estimated 50 million people caught diseases from animals such as dogs, cattle, chickens and mosquitoes between 2000 and 2005, according to a new study. Some 78,000 of them died.The finding reveals the global urgency for doctors to stay vigilant when it comes to zoonotic illnesses—those transmitted by non-human animals. By reviewing past studies, virologist Jonathan Heeney of the Biomedical Primate Research Center in The Netherlands found the diseases responsible for the majority of zoonotic illnesses seem to be increasing.

Zoonotic killers between 2000 and 2005 included:
Rabies (range of host animals such as dogs, cats and horses): killed an estimated 30,000 people

Dengue Virus (spread by mosquitoes): affected 50 million people and killed around 25,000

Japanese Encephalitis Virus (spread by mosquitoes): up to 15,000 estimated deaths

Lassa Fever (spread by a rodent known as the multimammate rat): affected up to 300,000 people and killed about 5,000

SARS Corona virus (host unknown): killed 774 of the 8,102 people infected

What’s worrisome is there are no effective vaccines for some of the most common zoonotic viruses. Heeney said doctors and veterinarians need to work together to tackle this increasing global threat. Most recently, the bird flu, or H5N1, has garnered public attention for its potential not only to spread from chickens and other birds to humans, but also for the virus to mutate in a way that allows it to spread between humans. During the study period, bird flu killed just over half of the 145 people infected with the virus.

This comes on the heels of other major zoonotic viral epidemics in the last decade, Heeney noted in the November issue of the Journal of Internal Medicine.

These include severe acute respiratory syndrome (SARS), West-Nile virus, Ebola virus and monkeypox.An estimated 700,000 to 2.7 million people — 75 percent of them African children— die of malaria each year. However, malaria doesn’t count as a zoonotic disease, because the virus depends on a human host for part of its life cycle.

There has been a global resurgence of Dengue virus, which is transmitted between monkeys in the jungle by the mosquitoes that feed on them. This same cycle could move into urban areas, where the mosquitoes could infect humans. Heeney attributes the rise to growth around large cities, increased transportation and failing public control measures. Animal viruses like these have the potential to devastate humans. Over time, viruses can develop the needed machinery for efficient transmission not only from the animal host to humans, but from human to human. When this happens, Heeney said, zoonotic illnesses can become serious human killers with potential to reach epidemic proportions. While vaccines have eradicated devastating human diseases, such as smallpox, other related viruses, such as monkeypox, could hit people whose smallpox vaccines have expired.

This animal-human connection can go both ways. For instance, a deadly parasite called Toxoplasma gondii, which causes a food-borne disease in humans, has caused lethal brain damage in California sea otters.

Scientists have also reported that a combination of toxic chemicals and human herpes virus causes cancer in California sea lions.Heeney stressed the importance of doctors in all walks of medicine working together. They are in the best position to identify trends and patterns, such as increases in the number of deaths of wild or domestic animals, Heeney said. Awareness and surveillance of ecosystems will play a key role in identifying and controlling new, emerging and re-emerging viral zoonotics.

France test-fires new, unarmed nuclear missile

France successfully shot its new M51 submarine-launched ballistic missile over the Atlantic on Thursday for its first experimental test flight, the Defense Ministry said. The missile carried no nuclear weapon for the test flight, which was closely monitored by specialists at a test center in Biscarosse, in southwest France, as well as by the Monge missile-tracking ship, ministry spokesman Jean-Francois Bureau said. The M51 is designed to replace the M45 submarine-launched ballistic missile, or SLBM. The M51 can carry six TN-75 thermonuclear warheads and has a range of up to 10,000 kilometers (6,000 miles). Defense Minister Michele Alliot-Marie expressed her great satisfaction at the success of the test, her ministry said in a statement.

Alliot-Marie insisted on the need to conduct tests to verify the performance of future missiles of the strategic ocean forces, and attain an important stage in the adaptation and modernization of our dissuasive force. Greenpeace activist Xavier Renou called the test a violation of France's commitments to nonproliferation and a provocation to the international community. Bureau insisted that the missile test conformed to all of France's international commitments, including the Nuclear Nonproliferation Treaty. The missile is made by EADS Space Transportation in a €3 billion (US$3.8 billion) project.

MK Eldad: Mazuz Must Apply Parade Principle to Temple Mount

Knesset Member Aryeh Eldad wrote to the attorney general on Tuesday demanding that Jewish worshippers on the Temple Mount be accorded the same civil rights protection as homosexual parade marchers. MK Eldad (National Union-NRP) called in the letter for the state's chief legal counsel to apply the principles he elucidated regarding the Jerusalem gay parade to the rights of Jews to worship on the Temple Mount. As of now, police enforce a ban on Jewish worship on the Mount, Judaism's holiest site, due to threats of violence on the part of Muslims. The Arabs were allowed to maintain jurisdiction over the mosques on the Mount even after Israel conquered it in 1967. The ban on Jewish prayer is in effect despite Israeli lower court decisions stating that, in principle, Jews should have freedom of access and of worship on the Temple Mount.

I was surprised, MK Eldad wrote, to read and to hear that you ordered the police to make the parade possible, despite the widespread public opposition and the concern that mass disturbances would arise in its wake... the first signs of which are already visible in the field. At the same time, I am convinced that your position on the matter is one of principle, and you emphasize that freedom of expression and the right to protest must be ensured. However, for reasons of preserving public safety and out of a concern over possible mass disturbances, the Israeli police - with the full backing of the attorney general's office - denies Jews the freedom of worship on the Temple Mount.

On Monday, Atty.-Gen. Mazuz rejected a police recommendation to ban the parade, saying, We have to make a decision: either we give in to threats or we deal with them. We have to exert efforts to find an equation so that it can be secured.

Mazuz ordered the police to work together with representatives of the Open House gay organization to find a way to hold the event with a modest character.Further addressing the apparent inconsistency in the application of the law in the capital, Eldad pressed the attorney general: You support the modest rights [of the homosexual] community in Jerusalem, but you must surely know that a Jew caught
standing with closed eyes and murmuring in a whisper is ejected from the Temple Mount. In conclusion, MK Eldad demanded that the principles that directed Mazuz regarding the rights of the homo-lesbian community will also direct him in the matter of Jewish prayer on the Temple Mount.

Tuesday afternoon, the police presented the route agreed upon with the organizers of the march to the High Court of Justice, in the context of a multiple-party petition filed against the march. The parade will begin at 11:00 Friday morning and will end four hours later. The parade route is to snake through several streets near the government complex, avoiding religious neighborhoods, and end at the Givat Ram sports stadium. The opponents have until Wednesday at noon to provide their response to the documents submitted by the police. Sometime Wednesday afternoon, High Court Justices Beinish, Rivlin and Procaccia will hold a final session to determine the fate of the homosexual march planned for Jerusalem.

Following the artillery fire mishap that occurred early Wednesday morning in the Beit Hanoun area of northern PA (Palestinian Authority) controlled Gaza; intelligence officials warn terror organizations have stepped-up efforts to perpetrate a major terror attack. Police around the country remain on a level III alert, one level below a state-of-emergency.Security along the Green Line has been tightened and counter-terror efforts throughout Judea and Samaria have been increased, all in the hope of successfully preventing yet another major terror attack.On Wednesday night, the intelligence community reported 14 concrete hot alerts, specific intelligence data pointing to planned terror attacks. There are dozens of addition terror alerts that are more general.

The PA (Palestinian Authority) is taking advantage of the tragic accident which claimed 18 civilian lives and left tens injured, calling on the United Nations Security Council to take stern actions against Israel. Apologies from the highest officials in Jerusalem have fallen on deaf ears and the PA is seeking to use the tragedy to focus world attention against Israel. PA Prime Minister Ismail Haniyah even blamed Israel for the breakdown in coalition talks with Fatah. A similar statement was released by Fatah leader Chairman Mahmoud Abbas (Abu Mazen). Haniyah stated his efforts must now be focused on dealing with Israel, not coalition talks.

He declared a three-day mourning period throughout PA autonomous areas.In Sderot and the western Negev areas, residents are bracing for an increase in the day-to-day Kassam rocket attacks.

Despite the recent Operation Autumn Clouds in the Beit Hanoun area, not only have attacks not stopped, but they have increased in intensity, striking Sderot and other area communities, as well as Ashkelon. At least eight rockets were fired on Wednesday.

In the capital, tensions are running high as hareidi-Orthodox leaders are vowing a million man march will counter Friday’s scheduled Gay Pride Parade which is scheduled to be held in the capital between 11-3. The announced change in the parade route has done nothing to diminish the opposition to the march. Opponents are expected to make their way to Jerusalem on Friday, many having made plans to spend the Sabbath, realizing the parade schedule will not permit them to return home in time for the holy day.

Jerusalem Police Chief Ilan Franco announced that on Friday, his forces will move to the highest state of alert, a level IV state of-emergency, in the hope of preventing violent clashes between gays and opponents of the event, as well as hoping to prevent a major terror attack.Western Wall Rabbi Shmuel Rabinowitz earlier in the week warned that he fears there will be widespread Islamic violence following Friday’s Temple Mount prayers in mosques, calling on police not to close the Kotel (Western Wall) area in response to opposition to the gay parade, which may include rock attacks on the Kotel area.

A number of petitions are pending with the Supreme Court as opponents to the parade make a last ditch effort to have the event canceled in the hope of preventing the violent clashes that are expected.Chief Franco told reporters on Wednesday that he may also seek a postponement for the parade, admitting that with the terror alert due to the Beit Hanoun incident, his forces are spread rather thin and the demands surrounding the Jerusalem parade may result in an untenable situation.

Arabs kill 19 of their own

Kassam-firing Palestinian terrorists Wednesday paid in the blood of their fellow Arabs for their unrelenting missile fire at Jewish targets in the south of Israel.Nineteen Arabs – most members of an extended family, and among them seven children and four women – were killed in the early morning hours in the northern Gaza town of Bet Hanoun – apparently by off-course IDF shelling.

The artillery response came a day after Kassam rockets fired from the Bet Hanoun area hit a school in Ashkelon and slammed into the center of the Negev town of S’derot. Israel’s forces were targeting Kassam launching sites.Meanwhile, eight more Kassam rockets came flying out of the Gaza Strip immediately following the shelling.

Israel’s military leadership responded quickly to news of the mis-directed firing, ordering an immediate cessation of artillery responses to rocket attacks and launching an investigation into whether the cause of the deaths was human or technical error on the part of an artillery crew and weapon.Foreign Minister Tzipi Livni expressed Israel’s regret at the Arab deaths, and stressed that, unlike the Arabs in areas under supposed Palestinian Authority control, Israel never sought to harm civilians.But PA chairman Mahmoud Abbas – who has done nothing to try and stop the Kassam rocket attacks on Jews – screamed that Israel was guilty of massacring innocents.From his haven in Damascus, Syria, Hamas chief Khaled Mashaal vowed that Israelis would soon feel the fury of the Palestinians. Russia, China to Sign 17 Agreements During PM Visit in November

Russia and China are planning to sign 17 bilateral agreements in various spheres during the Russian prime minister’s visit to China on November 9-10, Deputy Prime Minister Alexander Zhukov is quoted by RIA Novosti news agency. Zhukov, who is currently on a visit to China, said the two countries will sign an intergovernmental agreement on Russian-Chinese border regulations and an agreement on mutual investment, among the most important documents. The sides will also sign a protocol on the conclusion of the development of the program on bilateral trade cooperation for 2006-2010. Zhukov said bilateral trade approached $30 billion in 2005, and grew by 25%, year-on-year since the beginning of 2006. He said the bilateral trade volume could double by 2009.

If we are going to increase the trade turnover with these rates, I am quite sure we may reach this volume [$60 billion] as early as in 2009, the deputy PM said. He also said Russia and China will sign an agreement on mid-term and long-term cooperation in nuclear power industry. Russia’s Atomstroiexport is building the Tianwan NPP in eastern China’s port city of Lianyungang, featuring improved VVER-1000 reactors and K-100-6/3000 turbo-generators, under a Russian-Chinese agreement signed in 1992. Gay Parade Canceled, Stadium Rally to be Held Instead

In light of dozens of terrorist warnings and hundreds of thousands of expected protestors, the homosexual parade scheduled for Friday has been replaced by a rally. Only minor protests are expected.

While the Supreme Court prepares to hand down its response to four petitioners who demand that the parade be legally stopped, the organizers have essentially thrown in the towel on their own.Fearful that the police would cancel the parade because of both increasing terror warnings and unyielding religious-community threats to actively protest it, the Jerusalem Open House - organizer of the parade - pre-emptively canceled it on its own.

Instead, it will hold a closed event in the stadium of the Givat Ram campus of Hebrew University, not far from the government complex.Organizers of the religious protests convened afterwards to decide if and how to continue the protests. One rabbi from the Shas Party camp, Rabbi Eldad Shmueli, said that though he perceived a victory of sorts, it is still our obligation to protest against a public display of rebellion against G-d. True, it is not in the streets - but it is in an open stadium, and the desecration is nearly the same... We cannot be concerned with public opinion, but rather with protesting against open rebellion against G-d's will.

Speaking with Arutz-7, Rabbi Shmueli explained how he sees the Divine hand in evidence throughout the last few months: The left-wing public often threatens that when they finish with the Arab problem and bring peace, then they'll start dealing with the religious problems - which means to make war with us. So we see that when they wanted to hold this international abomination parade last summer, the war in Lebanon came along to stop them. And now again, they were about to hold it - and suddenly comes this event in Beit Hanoun with the 20 dead that compels the police to have to deal with terror threats. Not to mention that some of them simply became afraid to march.The organizers of other protests were also convening this afternoon to decide how to respond to the victory. Yaakov Shternberg of Jerusalem, one of the organizers of the religious-Zionist protests, told Arutz-7, Basically, we have already won. But we may still hold a dignified mass protest in Kiryat Moshe [a Jerusalem neighborhood just west of Givat Ram] in any event.

Afterwards, at approximately 4 PM, it was learned that the leaders of the largest groups of protestors - hareidi-religious sage Rabbi Yosef Shalom Elyashiv and Eida Hareidit head Rabbi Yitzchak Tuvia Weiss - had agreed not to protest against the planned stadium rally tomorrow. However, their conditions include: the release of all the hareidi protestors arrested this week, no parade next year, and no signs of the rally outside the stadium. It is likely that only the first condition will be fulfilled.Meanwhile, the Komemiyut religious activist organization conducted a parade of sheep, horses, dogs and donkeys in Jerusalem this afternoon, in protest of the homosexual march. The theme of the parade is that bestiality and homosexuality are both forbidden, in consecutive verses, by the same Torah (Leviticus 18). A court petition by an animal rights' organization against the march was turned down, but the organizers were warned to treat the animals without cruelty.

In the Supreme Court

Rabbi Yehuda Meshi-Zahav, head of the ZAKA organization; Chief Rabbi of Rehovot, Rabbi Simcha HaCohen Kook; Industry, Trade and Labor Minister Eli Yishai, head of the Shas party; and right-wing activist Baruch Marzel of Hevron all filed anti-gay parade petitions with the Supreme Court this week. Rabbi Kook burst into tears during Wednesday's proceedings.Despite petitioners warnings that allowing the event would likely result in violence and possibly bloodshed, the judges did not appear to favor any move to relocate, postpone or block the parade.The question of violence must be dropped because there is no way to find a balance between freedom of speech and violence, said Judge Ayala Procaccia. The police will not give in to it and the court will not give in to it.

Opposition in Israel, New York, and the Vatican

In addition to this week's daily and nightly violent protests by hareidi-religious Jews in various communities around Israel, new voices were added Wednesday to the massive groundswell against the homosexual march in the nation’s capital.Jerusalem Mayor Uri Lupoliansky told reporters that he personally opposes the parade, but noted that police would be able to protect the marchers if they go ahead with the event.

The mayor added, however, that the police would not be able to stop the widespread protests, the violence, the widening chasm in Israeli society and the property damage that will result from the protests.The leader of Jerusalem’s Eida Hareidit Rabbinical Court, Rabbi Yitzchak Tuvia Weiss, has contacted hareidi-Orthodox leaders affiliated with the Satmar Hassidic sect in New York City to coordinate overseas protests. It was decided that on Thursday at 3:30 PM, a protest would be held outside the Israeli Consulate on 42nd Street in Manhattan. The protest is expected to draw tens of thousands.

Satmar, based in the Williamsburg area of Brooklyn, is affiliated with the Eida Hareidit and is considered the largest hassidic sect in the world, numbering over 120,000 members.The Vatican released a statement on Wednesday night, calling on Israel to rethink permitting the gay parade. The Vatican stated permitting the parade will be an affront to all three religions -Judaism, Christianity, and Islam - and called on Israel to limit freedom of speech to that which is correct.Jerusalem Police Chief Ilan Franco announced last night that he would ask Attorney General Menachem Mazuz to delay the parade in view of the nationwide security alert.

Israel police are operating on a Level 3 alert following the deaths of 19 Arab civilians in an apparent IDF mishap during a retaliatory artillery attack against rocket launching areas in northern Gaza. Palestinian Authority leaders and terrorist organizations have called for Arabs to attack Jews both in Israel and worldwide.

The Israel Project Bipartisan POS/Greenberg Election Night Poll on Israel and Iran Shows:

85 percent of voters support the international community placing economic and diplomatic sanctions against Iran;

85 percent of voters support a ban on all international weapons sales to Iran;

54 percent of voters consider themselves supporters of Israel, while only 6 percent consider themselves supporters of the Palestinians;

57 percent of voters say they have a less favorable impression of the Palestinians, while 13 percent say they have a more favorable opinion of Palestinians;

Americans split on world-view:

46 percent say if different people and cultures spent more time getting to know one another and communicating their problems, we could all get along;

46 percent say the world is a place where some people's values just aren't the same as ours and we need to protect ourselves from terrorists and extremists who could destroy our way of life;

Americans continue to get their information on international affairs and U.S. foreign policy from the media. Washington, D.C. - A new poll (Word document, Powerpoint) commissioned election night 2006 by The Israel Project (TIP) shows
that Americans overwhelmingly support taking action against Iran if it continues to bar International Atomic Energy Agency inspectors from its nuclear facilities.

When asked, Now, as you may know, Iran barred inspectors from the International Atomic Energy Agency from inspecting its nuclear facilities.

Assuming Iran continues to bar these inspectors from inspecting its nuclear facilities, please tell me whether you support or oppose the following actions. Of those polled, 85 percent support and only 10 percent oppose the international community placing economic and diplomatic sanctions against Iran. Also, 79 percent support and 16 percent oppose the U.S. taking the same action. Additionally, 85 percent support and only 13 percent oppose a ban on all international weapons sales to Iran.

This election clearly showed a divide in world-views. Respondents were asked, I'd like to read you a pair of descriptions, and please tell me which description you believe fits you better… Is your view of the world that…If different people and cultures spent more time getting to know one another and communicating our problems, we could all get along?...or is your view of the world that…

The world is a place where some people's values just aren't the same as ours and we need to protect ourselves from terrorists and extremists who could destroy our way of life? Voters were evenly split, with 46 percent identifying with each view. Of those who voted Republican, 24 percent identified with the former and 69 percent with the latter view. Of those who voted Democrat, 64 percent identified with the former and 28 percent with the latter view.Respondents were asked, Now, which two of the following information sources are the most significant in shaping you understanding of world affairs and US foreign policy today? Of those surveyed,

54 percent responded television and 43 percent responded newspapers. Another 18 percent picked radio, 16 percent the Internet, 9 percent friends, 9 percent civic leaders, 4 percent parents, 4 percent teachers and campus speakers. Five percent picked other and 1 percent all of the above.Those surveyed were asked, And, which one of the following would you say is the primary source of your national news…ABC news with Charles Gibson, CBS News with Katie Couric, NBC News with Brian Williams, PBS's Newshour with Jim Lehrer, CNN News, Fox News, BBC News, NPR-National Public Radio, or your local television news? Fox News was the primary source for 25 percent, a gain of 7 percent since May 2006.

Another 20 percent responded CNN News, down 2 points from May 2006 and NPR was at 8
percent, a decrease of 23 percent from May 2006. When asked, Now, thinking about the ongoing conflict between Israel and the Palestinians in the Middle East, please tell me, in general, whether you consider yourself to be…a strong supporter of Israel, a
supporter or Israel, a supporter of the Palestinians or a strong supporter of the Palestinians? 54 percent said they backed Israel. For Palestinians, that number was 6 percent.

The voters may disagree on the parties, but they are amazingly united in their support for Israel and their concern about Iran, said Stan Greenberg, PhD of Greenberg Quinlan Rosner Research.When asked, And, regardless of which side you may support in this conflict, has what you have seen, read or heard about this conflict recently given you a more or less favorable impression of the Palestinians? 57 percent answered less favorable and 13 percent answered more favorable. When asked the same question about Israel's favorability, 34 percent answered more favorable and 37 percent answered less favorable.Americans clearly understand that Israel is a democracy struggling to defend herself against ongoing rocket attacks, kidnappings and war, said Jennifer Laszlo Mizrahi, founder and president of The Israel Project. They also know that Iran is a terrorist regime that must be stopped from getting
nuclear weapons.

While support for Israel remains very high among American voters, the Israeli-Palestinian conflict played little if any role in the outcome of congressional races. When asked, Now, putting aside character or other personal issues in the campaign for Congress in your area, what one or two ISSUES were most important to you when deciding to vote for Congress? The top issue was The situation in Iraq with 18 percent and the second was Economy/jobs with 11 percent. Only 1 percent answered Israeli-Palestinian conflict. Neil Newhouse of Public Opinion Strategies commented that, This poll shows clearly that American voters are four square behind Israel and feel strongly about their support for economic sanctions against Iran.The poll of 800 U.S. actual voters was conducted by telephone Nov. 7, 2006 for The Israel Project by Neil Newhouse of Public Opinion Strategies in conjunction with Greenberg Quinlan Rosner Research. The margin of error is +/- 2.45 percent.The May 2006 poll also referenced above was conducted by telephone May 22-25, 2006 for The Israel Project by Neil Newhouse of Public Opinion Strategies in conjunction with Greenberg Quinlan Rosner Research. The poll consisted of 800 likely voters.
